In January 1917, the United States realized that it could no longer remain neutral in World War I, upon discovering that Germany was encouraging Mexico to wage war against the United States. On January 16, British intelligence intercepted a telegram from German Foreign Secretary Arthur Zimmerman to the German ambassador in Mexico, in which Germany offered to support Mexico if they would launch a war against the United States. Germany planned to resume U-boat warfare, which they knew would inevitably result in the loss of American ships and U.S. entry to the war. They believed that if the United States was simultaneously fighting a war on one of its borders, it would weaken their contribution to the fighting in Europe. Many Americans initially believed the telegram was a forgery, perpetrated by the British to encourage America to join them in the war. But U-boat attacks resumed two weeks later, and Zimmerman openly admitted that the telegram was genuine. The United States finally abandoned neutrality and formally declared war on Germany in April.
