Wages during the Industrial Revolution were so meager that the entire family generally had to work for the members to survive. Children as young as three or four were employed in factories and mines. However, this was not a marked change from the agricultural economy in which all members of the family worked long hours to contribute to maintaining the household. Labor was not regulated in the factories until the passage of the Factory Act in 1833. Without childcare or public education, factory work was one of the few options available for children.
