Wilson Coleman owned 45 acres of residential property that he had intended to develop as a large-lot residential area. However, when the real estate market took a down-turn, Mr. Coleman filed a "Request for Rezoning" with the City of Tupelo's Department of Planning and Community Development to have his property rezoned from large-lot residential to a planned unit development (PUD) consisting of single-family homes and a retirement community.
The Planning Department reviewed the request and issued a report recommending that Coleman's request for rezoning be approved. The City Council held a public hearing regarding the rezoning request.
