In Pavlov's experiments on classical conditioning, a neutral stimulus (a tone) was presented shortly before an unconditioned stimulus (food) that naturally and automatically triggered a reflexive response (salivation). Over time, the neutral stimulus alone could elicit the conditioned response (salivation), demonstrating the basic principles of classical conditioning.  The tone has no prior meaning to the dog with respect to food or salivation. The dog's first reaction to the tone is an orienting response, but after repeated pairings of tone and food, the orienting response stops and salivation begins.
