The Home Frame, in the context of physics and reference frames, does not specifically refer to a frame at rest; rather, it is a term that might be used colloquially or contextually to refer to a particular frame of reference being discussed, which could be moving or at rest relative to other frames. The concept of being "at rest" is relative and depends on the frame of reference being considered.  Being at rest and not being at rest are physically meaningless concepts in special relativity: all inertial frames are physically equivalent. We can only talk about the relative motion between frames. The Home frame in our definition is simply the frame whose $t$ and $x$ axes we choose to be perpendicular in a space time diagram, in other words, as the base frame for that diagram. We do not require that frame to be at "rest" in any general sense.
