The British Raj established a new school system called the "Anglo-Indian system" which was focused on educating the children of the Indian elite. This system helped create a new class of Indians who were educated in English and served as intermediaries between the British rulers and the Indian masses. However, the British Raj also brought disorder and inefficiency to Indian governmental administration, and did not enact a homestead decree or allow native Indians to join the highest levels of the colonial administration. Democracy was not established until much later, after India gained independence in 1947.
