Members of Congress are elected to represent their constituents in their respective districts or states. It is their primary responsibility to listen to their constituencies and take their interests into account when making legislative decisions. While they may also have responsibilities to their party and congressional leadership, ultimately their loyalty should be to the people who elected them.  Campaign donors may influence their decisions, but their primary responsibility should not be to them. Similarly, while they may work with the president on certain issues, their role is not to serve the interests of the executive branch.
