Many members of the Constitutional Convention concluded that the president should have the authority to require written opinions from executive department officers. This can be seen in the provision of the Constitution that allows the president to require written opinions from the heads of executive departments, known as the Cabinet. However, there is no mention of the Cabinet being able to veto a presidential decision, nor was there a desire for members of the Senate to rotate into the Cabinet. Additionally, there was concern about giving the president too much power and emulating the British monarch's system, so it is unlikely that there was a desire to explicitly mention the Cabinet in the Constitution or prevent the president from having advisers.
