During the Reconstruction period, efforts were made to establish schools for African Americans, and as a result, the illiteracy rate among southern blacks was reduced significantly. While there were some efforts to redistribute land to former slaves, the promise of "forty acres and a mule" was largely unfulfilled. There were also significant labor shortages in the South after the Civil War, so it is unlikely that three-fourths of ex-slaves moved north to take advantage of higher wages. There were some high-profile trials of Confederate leaders accused of war crimes, but not thousands were executed. Lastly, while some ex-slaves moved west, most stayed in the South where they had roots and family ties.
