Rods, which are responsible for our ability to see in dim light, are located in the periphery of the retina. Looking directly at a dim star can cause the bright center of our vision (where the cones are located) to wash out the image, making it harder to see. By looking slightly to the side, we can make use of the more sensitive rods and improve our ability to see the dim star.
