He used tactics such as the March on Rome and the threat of violence to force his way into power, rather than winning through legal means. While he did have some disagreements with Victor Emmanuel III, he was ultimately able to form a working relationship with the king. Importantly, Mussolini did not have the counsel of Matteotti; in fact, he ordered Matteotti's murder after the opposition leader criticized the Fascist regime. Finally, while Mussolini's regime was certainly authoritarian and repressive, he did not create the first totalitarian state; the Soviet Union under Stalin is typically considered the first modern totalitarian state.
