In many places, there were many more slaves than whites, so absolute control was necessary in order to prevent slave uprisings, which were a major concern for whites. Without having sufficient manpower to exercise this control physically, such control had to be imposed psychologically, as well. This was done quite systematically and with the intention of keeping the system of slavery in place forever. Each of the rules and regulations contained in the Slave Codes, and later, after Reconstruction, in the Black Codes, was designed to do this.
