Language includes nonverbal, non-written forms such as sign languages. Language is essentially a system for communication that employs arbitrarily chosen symbolic elements. For instance, the word "dog" represents (in English) dogs, but it may have just as well represented something else (for instance, cats), and some other sign might have been used to represents dogs (such as "cat" or a gesture with your hands).
