Shame is a non-moral version of guilt. We feel shame when we violate a social convention or fail to meet some other person's expectations. It might very well be that it was morally acceptable to do so. For instance, you may feel shame at not living up to the expectations of your parents even if you are not morally required to live up to those expectations. But if you stole something from your parents, the appropriate form of emotional pain and regret would be guilt, since it is wrong to steal.
