Prior to 1860, the United States had already established a system of public education that, although not as developed as today, contributed to one of the highest literacy rates in the world at the time. Public education varied by state and was more established in the North. It was not universally funded by the federal government, nor was it legally denied to all non-whites, though access was severely limited for many, especially in the South.
