James Oglethorpe, the founder of Georgia, originally intended for the colony to be a refuge for debtors and other persecuted individuals, including those fleeing religious persecution in Europe. However, he also wanted to prohibit slavery and the presence of free Africans as he believed they would destabilize the colony. Therefore, when the Georgia colony was established in 1732, it excluded both free Africans and slaves. It was only in 1751 that Georgia lifted the ban on slavery, although restrictions remained in place for the importation of slaves from outside the colony.
