The Military Reconstruction Act required new state constitutions in the South, which were required to grant the right to vote to African American men and to ratify the 14th Amendment to the U.S. Constitution in order for the state to be readmitted into the Union. This was part of the Reconstruction effort to rebuild and reform the South after the Civil War.
