When Union troops withdrew from the South in 1877, Southern states were left to enforce their own laws and policies. These states began implementing Jim Crow laws that restricted the rights and freedoms of African Americans, including segregation, literacy tests for voting, and poll taxes. Newly-elected President Hayes, while a Southerner himself, did not actively work to restrict African American freedoms. The Supreme Court did not strike down the Emancipation Act, as no such act specifically existed, and the Ku Klux Klan was organized in 1865, prior to the end of the Civil War.
