Cigar smoke is warmer than the surrounding air in the room. Therefore, when it rises it comes into contact with the cooler air near the ceiling and starts to cool down. As it cools, it becomes denser and doesn't have enough buoyancy to rise any further, leading to it rising only partway to the ceiling.
