The Electoral College gives each state a number of electors proportional to its representation in Congress, which includes both its population-based representation in the House of Representatives and its equal representation in the Senate. This means that residents of small states have a slightly larger influence in the Electoral College than their population alone would warrant. For example, Wyoming, the smallest state in terms of population, still has three electors despite only having one Representative and two Senators. This gives each Wyoming resident about 3.6 times the voting power in the Electoral College as a resident of California, the largest state by population.
