Public Law 94-142 States That

Public Law 94-142 states that:

A) students may not be assigned grades in a manner that discriminates against those who lack academic ability.
B) teachers must meet minimum criteria of competence before they can teach in a classroom.
C) every child has the right to a quality public education regardless of special needs.
D) schools may not receive federal funding if at least 80 percent of its students do not pass national academic exams.
