In the early 1960s, President Kennedy increased the number of American military advisers in South Vietnam to assist the South Vietnamese army in their fight against the Viet Cong. While American troops were not yet regularly involved in combat at this time, their presence was expanding. Diem's land reforms were controversial and failed to gain widespread support, while the Viet Cong had not yet captured any major cities. The French had left Vietnam years prior and were not involved at this time.
