The Answer is Sometimes people's heritage comes from ancestors that came to the US from several different countries. They may not identify with one particular heritage. Many of the people who claim to not have a culture are part of the dominant White culture, influenced by European roots. They may not be aware that they are immersed in culture because it may be thought of as the norm.
