Ninety days prior to its introduction into commerce, a new chemical must have a pre-manufacturing notice submitted to the EPA that includes, among other information, the chemical name, chemical identity, by-products that would result from its manufacture and disposal, the maximum quantity to be manufactured or imported in the first year, and all available test data related to the impact of the new chemical on health and the environment.
