Unlike other rulers, Cyrus of Persia granted self-rule and religious freedom to conquered peoples. This policy, known as the Cyrus Cylinder, was considered revolutionary at the time and helped to establish Cyrus as a benevolent ruler. He did introduce coinage in Asia Minor, but this was not unique to him as it had been used in other regions already. He did not take the Hebrew people into captivity in his capital city; this was done by his successor, Cambyses II. Cyrus also did not lose a great empire to barbarian tribes. While he did expand the Persian Empire greatly, it was his successor who faced significant challenges from the Central Asian tribes. Lastly, Cyrus did not force conquered peoples to accept the Persian religion, although he did promote Zoroastrianism as the dominant religion in his empire.
