For Universities to Be Eligible for the National Research University

For universities to be eligible for the National Research University Fund they must meet at least all of the following criteria EXCEPT

A) maintain an endowment of at least $400 million in the two preceding academic years.
B) produce 200 Ph.D. degrees during the previous two years.
C) have a freshman class of high academic achievement.
D) have open enrollment for undergraduate students for 10 years.
E) have a demonstrable excellence in graduate education.
