The Congress of Vienna was focused on restoring stability and order to Europe after the upheaval of the Napoleonic Wars. To achieve this, the allies aimed to establish a balance of power among European nations, with the intention of preventing any one country from becoming too dominant and causing future conflicts. This principle guided many of the decisions made at the Congress. While they did make some territorial and political changes, such as the formation of the German Confederation, it was not their goal to resurrect the Holy Roman Empire or treat France harshly. Additionally, they did not establish constitutional monarchies in conquered areas, as many of these had already existed prior to Napoleon's expansions.
