Political power in the Dutch Republic was not held by a central government or controlled by a monarch. Rather, a small group of wealthy businessmen known as the oligarchy held the power and controlled much of the government. While there was a stadholder, who acted as a military leader and ceremonial head of state, his power was limited and he was not the primary source of political power in the Republic. There was also a States-General, but it was not democratically elected and had limited power.
