In the III conformation, the two bulky bromine atoms are in trans arrangement which results in minimum steric hindrance and hence it is the most stable conformation of 2,3-dibromobutane. In the other conformations, the bromine atoms are either in gauche or eclipsed arrangement leading to higher steric hindrance and less stability.
