The skeletal system provides such a structure, allowing movement and locomotion. While the skeleton does also support the body against gravity, this is not the main reason muscles are associated with a skeleton. The storage of calcium ions by the skeleton is important for many bodily functions, but not specifically for muscle function. And while the skeleton does play a role in growth, it is not the reason why muscles are associated with it.
