The Equal Rights Amendment was defeated because too few state legislatures passed it. The Equal Rights Amendment, or ERA, was passed by Congress in 1972. It stated that "equality of rights under law shall not be abridged by the United States or any state on account of sex." Although many members of Congress believed it an important step toward equal rights in the United States, only 35 of the necessary 38 states needed to pass the bill actually passed it by 1978.
