High-risk children are typically defined as those who face significant challenges or disadvantages that may impact their development and well-being. While there is no universally agreed-upon definition, high-risk factors can include poverty, low educational attainment of parents or caregivers, exposure to violence or trauma, unstable living arrangements or homelessness, and other risk factors that can impact a child's physical, social, emotional or cognitive development. While disabilities may put a child at risk, not all children with disabilities are automatically considered high-risk. Likewise, being part of a large family does not automatically put a child at risk. However, a child from a low-income family with parents who have low educational attainment may face significant challenges and may be considered high-risk.
