Actors in world politics, states, and non-state actors are entities with the following characteristics: the autonomous capacity to determine their interests and goals, the capability to mobilize material and human resources to accomplish their purposes and activity which is significant enough to exert influence on state-to-state relations or the behavior of non-state actors in the global system.
