Since the drinking age is not mentioned anywhere in the US Constitution, the power is technically in the hands of the states. However, every state has a minimum drinking age of 21 because the federal government "bribes" them. Any state that had a lower drinking age would be denied federal highway funds. Louisiana held out a long time and maintained a minimum drinking age of 18, but eventually maintaining highways over hundreds of miles of swamp got too expensive and they gave in.
