Shays' Rebellion was a 1787 uprising in central and western Massachusetts reacting to perceived abuses by the banks. The state of Massachusetts had trouble putting down the rebellion and had to ask other states for help. The central government did not have adequate power to intervene. These events led many state leaders to believe that the central government needed to have better coordinating power than was in place under the Articles of Confederation.
