District lines are re-drawn by the states at least every ten years to represent population changes, but the Constitution does not dictate how the lines should be drawn. A majority of states re-draw district lines through the state legislatures, which frequently makes it a highly partisan process. A few states have a non-partisan or bi-partisan committee of retired judges draw the maps. One state is actually looking at having the lines be drawn by computer program.
