In 293 CE, Emperor Diocletian divided the Roman Empire among four men, who became known as the Tetrarchy. Diocletian was convinced that the empire had become too big for one man to rule alone, and he was absolutely correct. The empire was in crisis and on the verge of self-destruction. So, Diocletian appointed himself the head of the Eastern Roman Empire, while Maximinus was appointed to rule the Western Roman Empire. The two men were each known as an "augustus." Diocletian also appointed two "caesars" who would be next-in-line in their respective halves of the empire, in case one of the augusti died. The two augusti and two caesars comprised the Tetrarchy.
