The Achaemenid Dynasty developed an efficient administrative system that borrowed much from preceding kingdoms. The Persian rulers built a postal system, standardized weights and measures, and developed a coinage system. They also created a complex bureaucracy with satraps (governors) and inspectors to oversee the provinces and ensure loyalty to the central government. This administrative system helped to hold together their diverse empire. Unlike the Assyrians who relied on terror and violence, the Achaemenids used a more centralized approach to governance. While they did interact with Greeks, they did not rely on Greek scholars and merchants as government agents. They also did not create a centralized bureaucratic system similar to China.
