Whilst Mayo thought that humans were naturally cooperative, he didn't see the relationship between workers and managers as equal. Mayo thought that managers had the right to manage. Indeed, for many critical theorists Mayo's work was used by managers to argue that there was a need for certain elites (who we would now call management) to control others.
